(3) whether an alteration, if decided, would be practicable within the limits of the present system whereby there are three note issuing banks, or whether in such circumstances it would be necessary to set up a Hong Kong Currency Board on the lines of the other Colonial Boards already in existence; and whetherin the latter event the privileges of note issue enjoyed by the Banks should be withdrawn by agreement forthwith, or by unilateral action in 1939 when the Banks privileges
